Start with nationality and residence route

EU, EEA and Swiss citizens may stay in Portugal for up to three months with valid identification. For a longer stay, they must request an EU Citizen Registration Certificate from the council in their area of residence within 30 days after the first three months.

Most third-country nationals must choose and obtain the appropriate residence-visa route before moving — for example employment, independent work, own income, remote work, study or family reunification. Consult the relevant consulate and AIMA; do not assume that entry as a tourist can routinely be converted into residence.

Documents and a practical setup order

Prepare identification, civil-status certificates where required, income or employment evidence, health cover, school records and driving documents. The exact list depends on your residence route, and some foreign documents require an apostille or certified translation.

  1. Confirm the applicable residence route or certificate.
  2. Obtain a written housing agreement and proof of address.
  3. Request a NIF and update the tax address when applicable.
  4. Request NISS and an SNS/SESARAM healthcare user number.
  5. Arrange banking, electricity, water, telecommunications and school.
  6. Confirm driving-licence and vehicle rules.

NIF, NISS and healthcare user number

The tax identification number (NIF) is used for contracts, tax and many banking relationships. Applying is free. The social-security number (NISS) is needed to work and contribute to Social Security when applicable. The national healthcare user number identifies a person in the public health system.

Since June 2026, some foreign residents with a Portuguese address and eligible status can request all three numbers in one appointment at participating Citizen Spots. The service is available only at locations listed by gov.pt; confirm a suitable participating location before travelling.

Registering for healthcare

SESARAM provides public healthcare in Madeira. After obtaining or confirming the healthcare user number, register preferably at the health centre for your area with identification, residence authorisation or certificate and proof of address. Gov.pt states that foreign nationals with a residence permit may register at a health centre.

The healthcare user number identifies a person but does not by itself guarantee that all care is free or covered. Confirm your entitlement, coverage and any charges with the health service.

SIMplifica, Resident Card and the Citizen Shop

SIMplifica is the digital-services portal of Madeira’s Regional Government. It brings together citizenship, mobility, ticketing, employment, business and other services. Eligible residents can obtain the Madeira Resident Card, used for services such as the Social Mobility Subsidy and proof of exemption on covered hiking routes.

The Innovation and Modernisation Agency states that the card is valid for nine months and renews automatically. Madeira’s Citizen Shop brings services from several authorities together in one location. Always confirm documents, appointment requirements and opening hours before visiting.

Work, address and everyday services

Use a written tenancy agreement naming every resident and keep valid rent receipts. Proof of address is required for many procedures. For work, consult Madeira’s Employment Institute and the regional public-employment portal; third-country nationals need a status that permits the intended activity.

Electricity, water, waste and telecommunications are arranged separately. Water and waste providers depend on the municipality; confirm the municipal entity or ARM. Ask the landlord or seller for account numbers and meter readings to avoid delays when changing the account holder.

Driving licence and vehicle

Rules depend on the issuing country and licence type. EU/EEA licences generally remain valid, but residents may have registration or exchange duties, especially for documents without an expiry date. For third-country licences, consult IMT before driving long term. In Madeira, some exchange applications have been online-only since January 2026.
